Mobile County Park System Rules

GENERAL

  1. The following rules are for the protection and administration of County Commission Park facilities and resources and the promotion of public health, welfare, safety or convenience. Failure to comply with the following rules of Mobile County Commission Park facilities as prescribed and posted by the Mobile County Commission may result in expulsion from the park.
     
  2. All State and Federal laws now in force and laws, which may hereafter be enacted shall be maintained in all Mobile County Commission Parks, and it shall be a violation of the rules for any person to break or attempt to break any State or Federal Law.
     
  3. The words “Mobile County Commission Park” or “Park” may be used interchangeably in the rules herein and shall include and embrace all land or water under the supervision of the Mobile County Commission.

DISCLAIMER OF LIABILITY

  1. The Mobile County Commission shall not be responsible for any accident or injury to any person while on Mobile County Commission Park property or when using any Park facility. Any person coming within a County Commission Park or using a County Commission Park facility shall by such entrance or use waive any claim against the Mobile County Commission or its agents for any accident or injury occurring while on or within a County Commission Park.
     
  2. Subject to the other provisions of state law, the Mobile County Commission shall not be responsible for any property or article lost or stolen from any cabin, campsite, bathhouse, parking area, or any park building or facility.

RULES

  1. No persons under nineteen (19) years of age shall be permitted to register for a campsite. No person or group of persons shall be allowed to occupy any campsite for a consecutive period longer than thirty (30) days. All camping guests must wait two weeks after checkout before they are permitted to reserve a campsite in the same park again and must be absent from the park for no less than 30 days before being able to return and occupy a campsite.

  2. No person shall occupy any Park site with pop-up campers, truck campers, horse trailers, conversions including school buses, and any recreational vehicles that are more than fifteen (15) years old with the exception that Pop up campers with hard sides, truck campers with a pass through between the cab and sleeping area and tent camping are only permitted on sites specifically designated by sign for those types of camping.

  3. No person shall occupy pitched tents or parking trailers or other camping equipment in areas not designated for such purposes.

  4. Quiet hours in campground, lodge and cabin areas are between the hours of 10:00 p.m. and 6:00 a.m.

  5. In any Mobile County Commission Park freshwater or saltwater swimming area (including any beach area), no person shall possess any container which is subject to break, shatter, fracture, disintegrate, or become fragmented, including, but not limited to, glass or breakable plastics.

  6. Abandoned personal property shall be subject to disposal including any RVs, vessels, equipment, or property left without notice or abandoned in a park for more than 72 hours.

  7. No person under the age of sixteen (16) shall be left unattended. For the purpose of this paragraph, “unattended” shall mean without direct adult supervision.

  8. Possessing or consuming any alcoholic beverages, illicit drugs or drug paraphernalia is prohibited within Mobile County Commission Park areas.

  9. Evading or attempting to evade any fee or other charge or submitting false information on a camping guest registration can result in removal from the park.

  10. Only licensed vehicles operated by a licensed driver 16 years of age or older shall be used by the public on Park roads.

  11. No person shall park any vehicle, camper, trailer or any towed conveyance in any area not specifically designed for said vehicle.

  12. No motorized vehicles of any kind or bicycles shall be allowed on horse trails, hiking trails or beach areas in any Mobile County Commission Park, except where specifically permitted.

  13. Bringing saddle, pack, or draft animals into a park or on a site which has not been developed to accommodate them and posted accordingly is not allowed.

  14. Any park visitor engaged in boating at a park must meet state and federal regulatory requirements for boating.

  15. Fish shall be taken by rod and reel or pole and line only, in Park lakes or waters. Use of other methods of fishing such as trot lines, set hooks, gigs, nets, seines, spear guns, bow and arrow, etc., is prohibited.

  16. Visitors shall swim only in designated areas and all persons swimming in any of the waters of any Park shall obey any order of the Park official in charge.

  17. When not kenneled or caged or in enclosure, all animals must be kept on a leash not longer than 6 feet and under the direct control of a responsible adult.

  18. Noisy, vicious, or dangerous dogs or animals or one which is disturbing other persons are not allowed and may result in the owner’s removal from the park.

  19. All garbage, including paper, cans, bottles, waste materials, and rubbish shall be removed from the campsite or area, and disposed of at places provided for such disposition.

  20. No person shall dump any refuse or waste from any trailer or other vehicle except in places or receptacles provided for such use.

  21. Cleaning of fish or food or washing clothing or articles of household use in any stream, pond, lake, or at any hydrant or faucets located in restrooms is prohibited.

  22. No person shall use Mobile County Commission Park refuse containers or other park refuse facilities for dumping household or commercial garbage or trash brought as such from private property.

  23. Destroying, defacing, or removing any native wild or domesticated tree, shrub, plant or wildflower in any Mobile County Commission Park is prohibited.

  24. Destroying, injuring, defacing, removing, or disturbing in any manner any real, personal or public property in any Mobile County Commission Park is prohibited.

  25. Any additions, maintenance or any manner of work including but not limited to improvement, upgrades, art or installations, must be permitted by the Mobile County Environmental Services Director through an approved park work permit prior to initiation of work. Failure to obtain such permit may result in the revocation of existing MOUs with the County and require removal of such work.

  26. No person shall solicit, sell, or advertise in any Mobile County Commission Park without written authorization.

  27. Destroying, disturbing, defacing, collecting, or removing any natural, cultural, historical, archeological, geological, mineralogical, etc., objects or artifacts from any Mobile County Commission Park is prohibited.

  28. Inciting or participating in riots, being abusive, threatening, indecent or engaging in disorderly conduct is not allowed in any Mobile County Commission Park area. Anyone in violation of this regulation will be removed from the park and will not be entitled to a refund of any fee or rental and may face permanent expulsion.

  29. No person shall possess, discharge, or set off within a Mobile County Commission Park any fireworks of any kind.

  30. No person shall operate or use any audio device, including radio, television, musical instruments, or any other noise producing devices, such as electrical generators, and equipment driven by motor engines, in such a manner and at such times, disturbing other persons.

  31. No person shall operate or use any public address system, whether fixed, portable, or vehicle mounted, except when such use or operation has been approved by the Park Manager.

  32. No person shall use any metal detection device in any Park without permission from the Park Manager.

  33. Building a fire outside of stoves, grills, fireplaces, or other places provided for such purposes is prohibited. All fires shall be attended at all times and upon abandonment of same the fire shall be completely extinguished.

  34. Only registered overnight guests shall be admitted or allowed to remain in any Park after the designated closing hour unless such a person has special written permission from the Park Manager.

  35. Leaving a camp unit unoccupied or unattended for a period of more than 24 hours without permission from the manager shall be in violation of Park regulations.

  36. Each Mobile County Commission Park or recreation area now in existence and those which may be hereafter designated as same, are hereby designated as game and wildlife sanctuaries, and it is prohibited for any person to hunt, trap, pursue, catch, kill, or feed any wild bird or wild animal in any of the places herein mentioned, unless specifically provided otherwise by regulation.

  37. All parks are evacuated and closed when a Hurricane Warning is in effect. Parks may be closed or evacuated sooner depending on conditions and location.

  38. Escatawpa Hollow Park and Campground RVs will be required to evacuate when a flood is imminent.

  39. Park guests and campers shall adhere to the Sever Weather and Tornado policy.

  40. Reckless, dangerous, vulgar and/or lude behavior is strictly prohibited and will result in removal from the park.

  41. Repeat offenders of these park rules are subject to a ban from all Mobile County Parks.

  42. All unmanned aircraft is regulated by the Federal Aviation Administration (FAA) and all directives regarding the use of such, including designated controlled airspace, shall be under the governance as such. All persons operating such devises must be licensed in the FAA and under direct adult supervision.

  43. Outside venders including but not limited to food trucks, merchandise booths, etc., are prohibited without prior approval from Mobile County.

  44. Confetti or glitter cannons, party poppers, water balloons or similar items are prohibited.

  45. Subletting your reservation to another group or individual is prohibited. Anyone in violation of this regulation will be removed from the park and will not be entitled to a refund of any fee or rental and may face permanent expulsion.

  46. For pavilion rentals, if a reservation is missed or arrives late they are not eligible for a refund. If event is cancelled prior to the day of reservation with a refund will be processed upon request.

  47. For pavilion reservations, if a reservation remains unpaid 48 hours after approval, it will automatically be cancelled.
